North Carolina Man Arrested for Numerous Charges in Village of Lowville

VILLAGE OF LOWVILLE-December 25, 2019. A 49 year old Mooresville, North Carolina man was arrested for resisting arrest, harassment, D.W.I. and other charges following an early Christmas morning traffic stop on River Street in the Village of Lowville.

Lewis County Sheriff’s Deputies arrested Ralph C. Matuszczak after they observed a pickup truck, operated by Matuszczak, travelling eastbound on Stowe Street at an abnormally slow speed while swerving in the roadway. As Matuszczak continued onto River Street, he refused to yield to a traffic stop. He then reportedly parked his truck in a nearby parking lot and locked himself into the vehicle and refused to exit. After access to the truck was obtained, Matuszczak allegedly refused arrest and attempted to punch a deputy. He was eventually removed from the vehicle and taken into custody following a TASER deployment. Matuszczak’s blood alcohol content was later reported to be .18 percent. He was issued appearance tickets for Failure to Keep Right, Failure to Comply with a Lawful Order, Refusal to Submit to a Breath Test, Driving While Intoxicated, Aggravated Driving While Intoxicated, Aggravated Unlicensed Operation in the 3rd degree, Harassment in the 2nd degree, and Resisting Arrest. He will answer the charges in the Village of Lowville Court. Lewis County Sheriff’s Deputies were assisted by The New York State Police, Village of Lowville Police and Lewis County Search and Rescue.
