Carthage Man Arrested For Allegedly Manufacturing Methamphetamine

TOWN OF CROGHAN-December 30, 2019. A 40 year old Carthage man was arrested after The Lewis County Drug Task Force and The Lewis County Probation Department assisted New York State Parole with a home check of a parolee located at a residence on Texas Road in the Town of Croghan on Monday.

Upon arrival, a small quantity of methamphetamine was located inside the residence. Further searches revealed other components commonly used in the manufacture of methamphetamine. The New York State Police Contaminated Crime Scene Emergency Response Team was contacted and they responded to assist with the hazardous search and disposal of the possible illegal methamphetamine. An investigator and a deputy from the Lewis County Sheriff’s Department also responded. Numerous components to manufacture methamphetamine and approximately 2 grams of finished methamphetamine were found inside the residence the garage as a result of the search.
Billy J. Mono was arrested for Unlawful Manufacturing of Methamphetamine in the 2nd Degree, a class C Felony. The charges was updated to a C felony because Mono was previous conviced in September 2018 for Unlawful Manufacturing of Methamphetamine in the 3rd degree. He was sent to prison but subsequently released.
He was arraigned before Justice Jennifer Scordo in the Village of Lowville Court and committed to the Lewis County Jail without bail because of the previous convictions. Additionally, a parole warrant was filed for the violation of parole and Mono will be held in the Lewis County Jail pending a parole hearing.
